The leader of the partnership is CRZL, and   partners responsible for the substantive side of the project are representatives of six major Polish organizations dealing with issues of homelessness - members of FEANTSA: Pomeranian Forum in Aid of Getting Out of Homelessness, Aid Society St. Albert, Barka Network, MONAR, and the Association "Open Door" from Warsaw.

The project will be involved, as researchers and experts - representatives of other NGOs, representatives of the public sector (Centers for Social Welfare, Marshal, Provincial Offices, academia).

The need for system project GSWB result of deficits in four areas: the level of cooperation, social policy and regulatory frameworks in the field of diagnostics. All of these affect the need for a coherent system in Poland, social policy, aimed at resolving and mitigating the effects of homelessness.
